The idea is not to apply power to the equipment before temperature inside the cabinet reaches acceptable level. I.e. if the temperature is lower than required by protected device's datasheet and power is applied to the entire Access node or Enclosure, the heater starts first and only after temperature rises above level set by user power is applied to the protected device.
